แม่น้ำสาละวิน/ตานวินเป็นแม่น้ำสายยาวสุด อันดับสองของเอเชียตะวันออกเฉียงใต้ และยังเป็นแม่น้ำซึ่งทรงคุณค่าต่อการอยู่รอดของชนชาติพันธุ์ ไม่เพียงคุณค่าทางประวัติศาสตร์อันยิ่งใหญ่ หากยังรวมถึงการเป็นสายเลือดหล่อเลี้ยงชีวิตความหลากหลายทางธรรมชาติใน ภูมิภาค
เราเชื่ออย่างยิ่งว่า ความร่วมมือกันอย่า
งแน่นแฟ้นของรัฐบาลพม่าและบริษัทต่างชาติบาง แห่ง เพื่อผลักดันโครงการเขื่อนสาละวิน/ตานวิน และการเพิ่มกำลังทหารในภูมิภาคโดยไม่มีเหตุผลอันชอบ จะนำไปสู่การขัดกันด้วยอาวุธร้ายแรงส่งผลคุกคามต่อความยั่งยืนของสันติภาพ อันเป็นที่ปรารถนาของชนชาติพันธุ์ และอาจปะทุเป็นสงครามกลางเมือง
โครงการเขื่อนสาละวิน/ตานวินไม่เพียงจะทำลายชีวิตความเป็น อยู่ของชนชาติพันธุ์ที่อาศัยอยู่ตามริมฝั่งน้ำ หากยังคุกคามต่อความอยู่รอดของชนชาติพันธุ์ ซึ่งบางกลุ่มมีประชากรเหลืออยู่น้อยมาก (เช่น ชาวยินตาเล เป็นต้น)
เป็นที่ชัดเจนว่าแผนการส่งออกไ
ฟฟ้าจากโครงการเขื่อนและ ไฟฟ้าพลังน้ำสาละวิน/ตานวิน ไม่ได้เป็นไปเพื่อตอบสนองความต้องการในประเทศและภูมิภาค และแผนการผันน้ำส่วนเกินของแม่น้ำสาละวิน/ตานวินไปยังภูมิภาคอื่น เป็นเรื่องที่ขาดความยุติธรรมด้านสิ่งแวดล้อม
จากการศึกษาของผู้ชำนาญการด้านธรณีวิทยาและแผ่นดินไหว แม่น้ำสาละวิน/ตานวินตั้งอยู่บริเวณรอยเลื่อนแผ่นดินไหวขนาดใหญ่ และกรณีที่เขื่อนถล่มอาจเป็นเหตุให้เกิดหายนะภัยใหญ่หลวงได้ในทุกขณะ
แม่น้ำสาละวิน/ตานวินในฐานะเป็นแม่น้ำสากลที่ไหลผ่าน ประเทศที่มีพรมแดนติดต่อกันทั้งจีน พม่า และไทย หากไม่มีความตกลงระหว่างประเทศที่เกี่ยวข้อง การดำเนินโครงการใด ๆ อย่างเช่น โครงการเขื่อนสาละวิน/ตานวินอาจส่งผลให้เกิดความเป็นปรปักษ์มากขึ้นระหว่
าง ประเทศเพื่อนบ้าน
เราจึงต่อต้านอย่างเต็มที่ต่อการสร้างเขื่อนในแม่น้ำสาละ วิน/ตานวิน และเรียกร้องให้ร่วมมือกันเพื่อรักษาให้แม่น้ำสาละวิน/ตานวิ นสามารถไหลอย่างเป็นอิสระตลอดไป

Statement of Save the Salween Network July 7, 2015 Yangon Salween/Thanwin River is the second longest river in Southeast Asia and is also a very valuable river for the survival of the ethnic people, which is of not only of great historical value but is also the lifeline on which a large number of biodiversity is depending upon.
We strongly believe that the harmonized efforts by the Myanmar government and some foreign companies to carry out the Salween/Thanlwin dam project and the expansion of the military present in the region without any justifiable reason will bring about armed conflicts seriously threatening the sustainable peace that the ethnic people desires and could lead back to igniting civil war.
Not only will the Salween/Thanlwin dam project destroy the livelihoods of the ethnic people living along the river, it could also threaten the extinction of ethnic people whose surviving numbers are already very few that is remaining (such as the Yin Ta Le ethnic people).
It is clear that the plans for exporting electricity obtained from the Salween/Thanlwin dam and hydro-power project is not intended for meeting the national and regional needs and the plans to divert the excess Salween/Thanlwin river water to other regions has no environmental justice.
According to the studies made by the meteorological and seismic experts, the Salween/Thanlwin river is located along a large earthquake fault and therefore the destructiveness of the dams could lead to devastations at any moment in time.
And as the Salween/Thanlwin River is an international river that passes through the connected borders of China, Myanmar, and Thailand, if there exists no agreement between the three concerned countries, the implementation of such Salween/Thanlwin dam projects could also fuel hostility between the neighboring countries.
We therefore totally oppose the dam construction projects along the Salween/Thanlwin River and request assistance from all in keeping the Salween/Thanlwin River forever flowing freely.
